During emergencies, natural disasters, or conflict situations, persons with disabilities are among the most vulnerable. Limited access to information, inaccessible evacuation plans, and exclusion from disaster planning often leave them behind, unable to reach shelters or receive timely assistance. At the Karachi Disability Network, we work to ensure that emergency response systems are inclusive and responsive to the needs of people with disabilities.
Many awareness efforts globally have highlighted these challenges, yet inclusion in disaster risk reduction (DRR) remains limited. Disasters exacerbate impairments and vulnerability, making preparedness, risk reduction, and recovery strategies essential for all, particularly persons with disabilities.
DIDRR in Pakistan
Pakistan’s geography exposes it to multiple natural hazards, including earthquakes, floods, and extreme weather events. Past disasters, such as the 2005 earthquake and recurring monsoon floods, have caused widespread damage and left thousands with long-term disabilities. Weak infrastructure, insufficient disaster planning, and low community resilience increase the risk for marginalized groups.
Karachi Disability Network has implemented programs to integrate persons with disabilities into local disaster preparedness, response, and recovery initiatives. By partnering with international development agencies and local communities, we ensure that people with disabilities participate in planning, receive accessible information, and have equitable access to relief services.

Sendai Framework 2015–2030
The international Sendai Framework emphasizes inclusive disaster management, advocating participation of all, regardless of age, gender, or disability, in planning, preparedness, and response strategies.
Convention on the Rights of Persons with Disabilities (CRPD)
The CRPD highlights the right of persons with disabilities to participate fully in all areas of society, including disaster risk reduction, ensuring non-discrimination and equal protection during crises.
Paris Agreement & Climate Preparedness
The Paris Agreement recognizes the inclusion of persons with disabilities in climate change initiatives, emphasizing the importance of accessible evacuation, preparedness, and resilience-building programs.
World Humanitarian Summit 2016
Global humanitarian commitments call for targeted measures to protect the most vulnerable, including persons with disabilities, ensuring their participation and needs are prioritized in emergencies.
